I would suggest, send new photos again along with the COPR and a copy of the letter received from CIC.

The photos should be sent within 180 days from the date of request. Have you called CIC to check what is the current status? I suggest you to do that before you resend the new photos. Who knows, your PR card might have already shipped...When the agent told you to send the COPR again, did he...

Ahh!!! that's bad.. :(..What I suggest is just call up CIC and ask them the status of your PR card. Dont tell any thing about COPR not mailed with your photos...That way, atleast you will be able to know the status whether they have received your photos or not and what are they doing with the...
