1. One is the fees for PRTD application (which is 50$) and then there's fees that VFS takes for transmitting your passport to IRCC and back to you ( somewhere around 1400 INR per passport, not so sure about the exact amount)

I went to India a couple months ago. and applied from there. The process is online and you would need to send your passport to the Canadian High Commission in that country via the method that's applicable in that country (VFS or directly to CHC). You can find more details here...
No updates from them, calling support agents just gets you Covid as an answer for literally anything. I recently was outside Canada and have got a multiple entry PRTD on my passport so not really in much need of the PR card right now, probably will just wait until they ask for photos again :P
I used the passport submission email for the request, I had to use the Blue dart location too.
I made sure I mention that info in my first email and they correctly used the blue dart location as specified.
