yes, they are government records, the same records, but if you are inland you can get the notes under privacy act for free, if you are outland you get them under access to information act and it costs 5$, that's the only difference
you have to submit your AOR along with your BOWP application
AOR usually shows up in your account right away after submitting your CEC application, in very rare cases it can take up to 24 hours or even couple of days
notes will show you all the official data and comments/updates made by immigrant officers regarding your file..but to get the notes also take time about 30-35 days..

it is free under Privacy Act if you are inland applicant and currently in Canada..have you ever tried to reach CEC call center via phone?
not everyone even if we wish so...even january and february applicants still waiting..I'm not even saying anything about last year applicants...it all depends on a case
if you order additional hard copies, number is the same..it is your original number
CIC do not need a hard copy if you are applying online, but a scanned copy has to be attached to your file in Education section
then it should be allright :)
your BOWP probably will take another month to get approved..average time of 51 days is listed on CIC website..it is quite true these days..plus maybe 2-4 days more..
Hi
Email response regarding your CSE may take up to 10 business days to come. So did you upload your AoR asking to add it to your BOWP application or not...?!.. did not get it properly, sorry
Do not worry about your current WP expiring soon, as long as you have submitted your PR and BOWP...
