yes, you can directly call using hangouts dialer. no issues. you need to know your application number though.

"under review" means "review required"? did you see that on gcms notes?

there are companies that order gcms notes on your behalf. i am also living outside canada. i ordered through https://www.getgcms.com. just follow their instructions. you just need to send them scanned copy of signed authorization form.

they usually don't give much details. it's better to order gcms notes.
