If you have representative, you cannot link it. You have to submit form to remove the representative, then you can link it. And, I am telling from my personal experience. :)

i really don't think being out of status is merely deciding factor here, May be lack of evidence proving your relation is genuine could be reason too. Out of status does effect sometimes in delaying the process, but not always. Relationship interview happens when there is doubt on relationship...
