    Based on the recent approvals (Sep AORs), It looks like the files are actually forwarded to local VOs for final approval and Vancouver seems to be fast, just my speculation.

    IRCC agent said the same to me when I called them after noticing two ghost updates in my account. After the third GU, I didn't actually call them. However, after 48 hours my application was approved. Good luck!
