    Remember that they only count 30 hours and anything exceeding 30 hours won't be considered. Also they clearly mentioned that you should complete 12 months.

    That's bad. Immigration is a big money making scheme which people can figure out if observed properly. Spending on Ielts, ECA medical, etc,.. If they announce the next move no one would bother to spend this much money!!

    Correct. It has to do with the job market I think. In Canadian work place, Canadian work experience is more important than CRS score. PNP candidates are needed candidates for provinces. Hence by going with PNP/ CEC draws is a good bet and the market won't be crowded with outland immigrants.
