No, WES explicitly asks for transcripts, and not marksheets. These are the 2 document that you have to send 1. A sealed envelope of you college transcript 2. A photocopy of your degree cerificate

You need to enter the reference number of your completed ECA report in the EE profile. You cannot proceed further without that. Hence, you can only submit the EE profile after you have the WES report

The same thing happened with in my case. My status changed from Review in progress to Evaluation in progress after approximately 2 weeks. The total time span between my documents being received and my ECA report getting completed was 1.5 months.

Yes that is correct. Your sealed transcript + photocopy of degree, both go inside another bigger envelope. You can send this directly to WES. Just be sure to mention your reference number on inner as well as outer envelope.
