Mine is the same as you, but pr portal is still saying in review for both photo and address!, yet gckey says card is been mailed.

yes on the pr portal both address and photo still saying in review. Gckey is different so it will say submitted once you link your application!

I received mine on January 11, photo got rejected on January 12; submitted new photo the same day and my application in the gckey is still saying submitted!

resend portal 1 to those email addresses , copy and paste your ep number including the French part and bcc the remaining emails, save you time, don't send it back to Montreal.

did you try the trick of sending it to all the visa office's that does landing?You can just add @cic.gc.ca at the end of the following: cic-calgary cic-etobicoke-landings ircc.clientportalhm-mhclientportail.ircc ircc.clientportal-portailclient.ircc...

The time they take to send me this email this morning they could have sent the ecopr!
