You answered it yourself, it's popping up randomly for recent applicants without any email notification/request letter. I won't read too much into it.

There is no specific date mentioned. I think the consulate and passport seva are pretty much the same stuff hence it's showing under process at both end.

You can do walk-in. I did mine last week at BLS Brampton. Took only about 30 min to complete the whole process.

Don't worry if you haven't linked it to GC Key. In that case, the principal applicant will receive email requests. I think they assumed that you're from India. Passport Seva Kendra is an online portal where you can request PCC.

Yes, you should, every time they go out of the country of citizenship/residence you should update Travel History form along with the current address.
