For Quebec you only need previous year. When you apply Immigration Quebec will ask for tax statements from the rpevious year which by the time they get to process will be the year 2016. hope this helps.

I would say it's better to wait. You can prepare the PCC and do the medical exams right away after they request it because honestly I don't think doing them upfront will accelerate the process.
