On a different note, I think it would also be wise to check the 'document details' section in the IRCC tracker. I believe some folks saw COPR details one/two day(s) before portal email for those applicants in Canada.

i know the feeling, i faced issues creating the IRCC tracker account as well, just keep trying to click on next step repeatedly even when you receive an error saying 'representative details incorrect .. ' or something like that. For me it went through after i clicked on 'Next Step' repeatedly...
