Does it mean first 2800 to click on submit would have to pay the fees? I was just confused on all this stuff, there are no clear guidelines from quebec immigration on it.

Profile has been filled and completed. aiting for Feb 16th. I have two questions -If we pay fees and the cap of 2800 is reached would the amount be refunded/returned? -We haven't submitted applications yet, how does Quebec decide on the 2800 applications?
