if you can get appointment or willing to do walk-in and if BLS is near for you, I would suggest to do inperson. you can correct if any mistakes too and submit in one go. In postal , if any mistakes, u will loose 2 weeks time to get your application back. Now you can decide.

Bls is just an agency. MEA is the final authority to approve your oci. Just the document scrutiny is over by bls now. That’s all the meaning.

when i applied for it in 2020 , BLS were taking it together. both SC and OCI in one go. BLS were handling it internally. now they have separated the process. First SC and then again for OCI
