I don't think tracker has anything to do where the destination is. Tracker is activated when the package is processed by Canada Post which usually happens when the package has arrived at Canada Post.

There are some cases where some people whose work permits were expiring and therefore needed to activate their PR as soon as possible. But I completely agree if the refusal goes into record, I don't think it's worth it and prefer schedule appointment at IRCC office instead.
