Definitely you should submit study permit or TRv separately for each kid if you didn't submit initially with the application. If they are in the school age you can submit study permit although in my case the asked me for TRv while my children are above 7 years old so I submitted TRv for them...

If your brother and you have the all eligibility and documents that are needed for this program, there is nothing wrong with family membership and he can apply
