It's interesting how the surrendered passport goes to the consulate in one day per tracker, but it's taking so long to come back to BLS. Still "in transit to BLS" ;)

Yes, he can travel on his Canadian passport with a valid e-Visa. The answer would be 'No' as he's only holding a Canadian passport and has surrendered the Indian one. Carry print outs of your email from the consulate and the copies of receipts/emails from BLS when they accepted his passport...
