I am pretty sure that if it is internship, even a payed one, it cannot count for CEC. It could, probably, as for work experience in general FSW, and for sure for the resume it will be counted as Canadian experience, but for immigration under CEC you should prove that you have a valid work...

It will not count for CEC; after you receive the PGWP, then it will start counting your work experience in Canada.
