That is insane!!! Wait: did you make the pictures by yourself? You did not provide any address at the back of one photo, correct? Could be this the reason why they did not accept it?

In my opinion this is just a copy-paste from several answers the officer was giving since days. According to few people in this forum they are already processing beginning of Dec photos.

My timeline: Landed Oct 16 2018 E-mail from CIC asking new photos = Dec 07 2018 Sent photos = Dec 10 2018 Delivered = Dec 13 2018 No news after that.

If not you need to apply for the permanent residence travel visa in the country you are visiting. They may take from 1 day to 1 week (hopefully not more than that).

You are right but I know CIC since all the applications I did in the past years...study permit, work permit, PR....they were taking their time...veeery slowly. Now I am in Canada and I don't have any concern about the release of PR..I should not go anywhere in the meantime.

I submitted photos in beginning of December 2018. Still no update. I guess we have to wait another month if it's true they are 'working' on end of Oct/beginning Nov cases.

Yes they were providing me a tracking number plus an online service that was sending me email notifications when the process was completed from the Canadian Embassy in Rome and the passport ready to be shipped.

Basically you have to apply when you are abroad. So my flight was Toronto - Rome. Once I landed in Rome I went straight away to the embassy. I had all documents ready and I just gave to them, pay the fees. Everything was printed. Of course original passport, copy of COPR, copy of other documents...
