Could you confirm that you are entering 2 in the last question “Number of family members, including the primary applicant, that are part of this application” since I’m assuming you’re sponsoring only your mum with no dependents and you’re doing that without any co-signer.

When you said “your mum was in Canada when you applied for her PGP”, does that imply you used a Canadian address for both her residential and mailing address? If this is the case, you need to change the address since she has gone back home using a webform. Otherwise, no action need to be taken...

I wouldn’t worry about that so much provided all the required documentation are provided. It is left for IRCC to find all the uploads. In addition to GCKey account upload; if you still want to go the extra mile; you can merge all the PCCs as a single file and submit them again via webform...

i will recommend sending the second PCC via webform since the upload link in IRCC is no longer active. Many folks here sent their PCC via webform and they were all acknowledged. Good luck!
