    Could you confirm that you are entering 2 in the last question “Number of family members, including the primary applicant, that are part of this application” since I’m assuming you’re sponsoring only your mum with no dependents and you’re doing that without any co-signer.

    When you said “your mum was in Canada when you applied for her PGP”, does that imply you used a Canadian address for both her residential and mailing address?     i will recommend sending the second PCC via webform since the upload link in IRCC is no longer active. Many folks here sent their PCC via webform and they were all acknowledged. Good luck!
