It's the Place of birth that tripped me in my spouse's case. Use the place of birth as on the their passport and not on the COPR. It could be {{city}} {{state}} or {{city}}, {{state}} or {{city}}. That did the trick for me

Received my eCOPR today and was able to link mine but not my spouse's. One thing to note is Application Number for PR card is not the same as your application number on the eCOPR (in case you're trying with that). So don't choose Application Number option from the dropdown. I had better luck...
