Don't lose hope yet. If processed on Monday you could still try pickup on Wednesday from BLS. Get BLS to hold it positively. If it gets delayed beyond Monday and processed only on Tuesday or Wednesday, go to the open house on Wednesday and pick it up from the consulate.

You must escalate this to BLS. Most likely they have misplaced your documents including OCI. It doesn't take two weeks after "Counter delivery" to be ready for dispatch or collection --- only one day in Toronto and may be a couple of days in Vancouver.

If you do this be aware that they may say things like it could take a week for OCI to arrive from consulate etc. Just ignore those and try to double check they have really put a hold on couriering it out. Good luck. Also move faster if any of the BLS updates happen earlier than expected.

Dec 30 is plenty of time. Would suggest to wait for it to deliver home instead of messing up with BLS which is a royal pain. You should get it delivered mid next week (Nov 29 as per my projection) assuming it gets processed today. Unless you mean Nov 30.

Why wouldn't he know? There is every reason to suspect that employees at BLS are doing this at the behest (and likely coerced) by their upper management. Every application re-filled using their value added services brings in $$. Its hard to think even the most sadistic employee would enjoy...

If its granted and printed, its all good. May be the email went to spam or your email id was entered wrong or whatever -- no longer important. Now follow BLS status site to see when it gets dispatched to you.

No experience, but technically it should be possible to pickup with application number, passport number and an ID. Also BLS can reprint the receipt if needed.
