The OP does have other concerns that have not been shared publicly, but may in fact have a case for H&C consideration. Perhaps the OP will share some of them here to give more insight to the whole situation.

Does anyone know if the email address that AOR is sent to is ALWAYS the sponsor, or...is it ALWAYS the email address that was provided when paying the fees online? The name and email address of the payor is my sponsor, so perhaps they simply saw her name on the application label...looked her up...

The one month approval of sponsor is one of the reasons why outland applications are processed faster. That has nothing to do with the CPC-M workload at all.

Well, unless CPC-V sent a truckload of applications from their mountain of backlog, I don't think it will help those that already have applications buried there. Those that are now being sent to CPC-M, basically may have an empty desk to land on, so don't be too surprised if Jan 2014 applicants...

Yeah, they updated the information on the CIC website on 15 Jan (regarding the new mailing address for Inland applications) and then again on 21 Jan regarding the OWP change.
