th they have mentioned 15 days after receiving fingerprints but in my case my status is "incomplete" and not "in progress"

Hi, I have submitted my application for FBI PCC online and mailed the fingerprint. It was delivered around 5 days ago but I haven't received the "In progress" status in my online application. It is still showing "insufficient documentation". Is it normal or should I contact FBI?

For For the Canadian address, should my spouse have to be in Canada to receive it or not? And if I have received his card here in Canada and PRTD is taking longer so can I visit him and give PR card to him? thanks for your quick responses btw.
