Your CRS is good enough for a regular draw. Patience is the key. if you have a masters, then try applying in Saskatchewan PNP and PEI which does not require a job offer. Just check for your NOC code, if it is occupation demand.

It is better to stay in the pool and wait. There is no problem being in the pool, while you work on improving your IELTS Score, additional education etc. and last but not the least, be hopeful.

How do you even apply for NB ? I guess no one can apply without a job offer.

You cannot separately apply for OINP. You will be picked from the pool, you will get a Notification of Interest, you submit docs based on which the province can nominate you. You can check the forum pages for OINP and see at what scores your NOC was invited to apply. Best of Luck.
