In the email they actually mentioned: "Please note, ceremony invitations are sent to applicants via email approximately 1 week prior to the ceremony date. If you do not receive your ceremony invitation within 72 hours of your ceremony date, please let us know by replying to this e-mail."

You'll get an email 1 week prior to your scheduled date. If you're not then call them before 72 hrs of your scheduled date

Never try to make sense out of their work processes cause you wont find any logic behind it. Just be happy that theirs a progression of your application, its moving forward but not in a limbo. I hope you get to see the end of this tunnel soon.
