You can do that however you won’t get approval for that work permit. Also if you got nominated before expiration date you can apply for closed work permit.

You can work until your PGWP expires in Jan 2025. Before your PGWP expires, you will need to apply to change your status to a visitor record so that you can remain in Canada legally as a visitor after PGWP expiry. You will need to stop working as soon as the PGWP expires.

You are legally allowed to work after you submit your PGWP application, so if your application was submitted before Sep 26, you are fine.
