Must the principal applicant AND spouse show legal status? I'm a USC but my spouse is not. So I'm thinking he will get the work permit if we send it in together with my study permit applicaiton. But will they grant him the TRV also?

I havent heard this - they should be able to get a TRV. Have you reapplied and fulfilled all of their reasons?
