You are not eligible for the BOWP without an ITA. If you get rejected for the BOWP, you cannot restore to it. What you are asking is "what happens if I apply for a spousal sponsorship without being married, can I restore to a spousal sponsorship status?" It doesn't work like that.

Her application is accepted but we still waiting for the PR in order for her to come. so shes not living in Canada yet. I actually called cic and the agent said the same thing, spousal sponsorship is easier to be approved than parent sponsoring.

The work permit is canceled once the person becomes a PR. So no - they won't be able to work if they renounce PR. They no longer hold a valid work permit.

Apply for your citizenship. They do not affect each other and are not dependent on each other, so you can go ahead an apply for your citizenship
