For a spousal sponsorship, the only problem would be if you are bankrupt, or claiming social assistance (welfare). Other debt, or problems with CRA, doesn't matter.

Where exactly are you reading you should get it after they send you a form? For a spousal sponsorship, you always get the medical up-front.
