Mate, you can get your UCI number from your previous visa to Canada, if you have it. At your passport you can find your UCI number if you've been to Canada previously.

If your application is refused and returned to you this year, you can apply again until the end of December (you get a second chance). I know several people who did this, they sent their first package in May, their application was refused and they sent another package with corrections in August...

As far as I know applications will be received until the end of December/2014 but will be reviewed and assessed until April/2015.
