The sponsor will get the email. Double triple check the inbox, spam and even deleted folder in case it was accidentally deleted. If you have gmail and there are separate folders/labels for updates/promotions/social etc. check there as well in case there was a email rule applied that moved it out...

I think she should be all okay as pgwp is valid for a long time. She can continue her working status and keep waiting for PR. I am sure PR will come before PGWP expiry. Please don't consider my advice as legal advice. Confirm with other sources as well.
