I would use a currency exchange place and wire transfer the amount to her account. The place I use locally cost me $20 bucks if under 10,000 and $10 under 5,000. Plus the exchange rate is always better then the banks.

but won't her niece be consider a dependent on the family class since she the legal guardian.

I'm sponsoring my wife to Canada. Can I add her niece as a dependent with the application if she gain legal guardianship of her. As she can't sponsor her later on since her niece is not orphaned.
