Hi Did you recieve PGWP in 2000? If yes, then look at this website https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/work/after-graduation/eligibility.html it says you are not eligible for PGWP if you aldredy got it once before.

Once you apply for PGWP, you can work full time until the decision has been made for your PGWP application. Some companies want a PGWP in hand before they will allow you to work with them full-time, however you are legally allowed to work full time once you apply for PGWP under Implied status.
