Yes, this is what my understanding is. Feb 2015 is the timeline which they are trying to achieve i.e. 13 months but they will do it before that timeline not waiting till last day and there is nothing like "next review due in Feb 2015" in gcms notes.

I got my gcms notes today. My file was transferred to another VO as the previous one left on 12th august. And there is no progress after that. It states medicals recd. and rprf paid. Rprf recd. on 15th July, medicals recd. around 19th July. I requested notes on 18th aug so obviously I should not...

i recd. rprf request on 15th July and paid the same day, am a Jan 2 applicant, I got MR request on 9th Jul and results were uploaded on 24th/25th July but no update after that.
