Does 0, A, B, classification in the NOC list of professions determine once who are more in demand of others, and does it mean the once who have class of 0 have higher chances of being selected then others? Many thanks.

Why are Private Education Institutions not valuable as much as Public ones. Most of their programs are not eligible for pgwp, Are they some sort of walkthrough colleges or curriculums somehow don't match all requirements what's happening?
