Hi Asivad, Can one get a OINP without a job offer? The CIC website says "No". But I see some people mentioning that they did get nominated by Ontario without the offer and with score around 400. Is this possible?

Hello, I see in some threads that people with CRS 430 or 445 are getting nominated under BC PNP or OINP. How is this possible? The first criteria for PNPs in BC or Ontario is to have an employment letter. Wouldn't their scores go up by 600 just with this offer?
