Hi, I am a PR canada and my girlfriend is in India and we cannot get married in India as we come from different religion and her parents would not allow our marriage. We have been in a relationship for 3 year. Can I apply her visa under conjugal partner? If not, should I apply visitor visa ( she is employed since 2018, does not have property or assets still live with her parents)

You can still get married in India if you come from different religions under the special marriage act.
You can try applying under conjugal, yes. You will have to explain the circumstances. If during the process you can marry somewhere, all the better, you can advise IRCC of the marriage. You should expect that a conjugal application will take longer/be subject to scrutiny.
usually for conjugal they expect their to be an 'immigration barrier', i.e. a refusal to come to Canada for a visit (because if she came to Canada you could just get married when she visits). So she should apply for visitor visa (and if not refused, well, she comes and you get married).
You should face up to fact though that at some point she will have to submit documents and leave the country, and that is a step that may be difficult without the parents finding out.
Technically she is not living with them because she works in a different state, but still we cannot get married there without involving them, so our best bet is to marry in canada. Religion is a very huge thing in India and theres a thing called honor killing where parents kill their children if they marry out of religion or caste
Conjugal is a much more difficult path. However you can certainly give it a shot. You will need to demonstrate strong evidence of why you cannot get married and also prove you have a marriage like relationship.
Make sure she applies for a TRV and you know the results of that TRV before you submit the application. If it is an approval, then she should travel to Canada and get married here or become common law vs. applying for conjugal.
If you say friend IRCC will typically assume it is your girlfriend given your profiles so somewhat pointless to lie. Depending on her international travel history and to where, her savings amount, job and salary, etc. she may have a very tough time securing a TRV so probably best to be honest in this case about your relationship status to provide proof of your relationship in immigration applications. Wouldn’t typically recommend this but for conjugal and your profiles likely makes sense to be honest.
