I got only one PAL

Hi

Recently, some applicants have reported receiving two pre-arrival letters, which is unprecedented in my experience. Until last month, I've only ever seen mentions of one pre-arrival letter, sent after passing eligibility.

This sudden change is puzzling. Is this a new policy? Are these reports accurate? I'm seeking clarification on this apparent deviation from the standard procedure.

If anyone has official information or insights about this situation, please share. Your input would help clarify this unexpected development for myself and other long-time Forum members.

Hello there,
From my experience, it seems that the first letter is notifying you that you're now eligible to access the pre-arrival services. It’s essentially an invitation to begin utilizing those services. It begins with "This is to inform you"
The second letter, on the other hand, appears to be a reminder for individuals who haven’t yet accessed these services. It seems to be aimed at encouraging people who might have missed or delayed taking advantage of the pre-arrival services to do so now. It begins with "This is a reminder that"
So, to clarify, the second letter is likely intended for those who haven't started benefiting from these services yet, while the first serves to inform you of your eligibility.

I think the eligibility time frame does not rely on the documents alone; it depends on how the start-up idea is completed and the complexity of the idea. Before, it was a peer review by a specialist; the IRCC terminated it last August 2024, and I am not sure now how they make the assessment for the ideas and the technology and how long it takes now.

Assessment of Eligibility has two aspects, first is about a business, and then assessment of people as how much they’re qualified for their role in business
After passing my Eligibility I received pre arrival service letter, while other teammates still stuck in this step and obviously received no PAL
Good luck

Hello @Nima987 , I was wondering if there have been any updates regarding your application. It seems like you received the pre-arrival letter quite a while ago, but from what I’ve noticed, you’re the only one in your group who has received it so far. Typically, in most cases I’ve encountered, the pre-arrival letters are issued to everyone in a group around the same time. It’s a bit unusual that you’re the only one to have received it, and I’m curious if there’s any particular reason for this. Could it be related to changes in group members, or perhaps there’s another factor that might have caused the delay for the rest of your group? It would be helpful to know if there’s anything specific impacting your situation, especially since it’s not the norm for one person to receive it significantly earlier than the others. Kindly let me know if there’s any context you can share or any updates on your end.

Hi there
As far as I saw and checked with other friends of mine in SUV programs, it’s quite normal to get PAL in different times as anyone gets it by passing its own eligibility.
in my group there are two essential member, that’s me and another member residing in Canada , IRCC asked him in November 2024, for extra ADR, it sounds they’re still busy to processing them.
We should wait for GCMS note response to have a clear answer actually

in my case , everything passed but for approval, it’s needed to all essentials passed everything, so I have to wait
I wish all of us get good news soon

Your friend in Canada will not receive PAL, as it is only for people outside Canada

In most of cases every member received PAL, I saw it in my friends both inside and out
Btw, as he checked by a member of parliament, IRCC told him his eligibility hasn’t completed yet
I think we have no way to wait for the GCMS note response

Pre-Arrival Letters are exclusively issued to applicants residing outside of Canada. These letters are not provided to individuals who are already living within Canadian borders. The purpose of Pre-Arrival Letters is to assist international applicants in preparing for their move to Canada and to provide them with important information about their upcoming immigration process. Canadian residents, being already familiar with the country and its systems, do not require this preliminary guidance, which is why they are not issued such letters.

I actually believed it should be like this you said- it’s logical
But my immigration consultant told me other applicants who resided inside Canada, have received PAL
As well as some friends of mine who received PR approval last year, all received PAL ( all team reside in Canada)
But if the rules get changed please share here , thanks

This is misinformation. Pre arrival service is for anyone whose pr app has been approved preliminarily. it is called pre arrival just to be aligned with the legislation , because IRPA said people need to be outside of Canada to apply for PR. Since there are many pathways opened for inland PR applications, people within Canada also can get this service, it is just called settlement service. but they still receive PAL. Pre-arrival services: Who can get services

PALs are not always sent due to admin or system glitch.

I have gotten ADR three times in 7 months. My consultant told me that I had to expect a phone call from IRCC; they would ask about the details of the ADR, especially the business development report details. Has anyone received a call from IRCC and can explain this experience?
Our consultant said the same about expecting an IRCC call about the ADR, especially regarding the business development report. However, we haven't received any calls. While IRCC calls are rare, they could happen. We can't share personal experience with such calls, but it's good to be prepared just in case.

  • You can get free in-person and online services, if:
    • we approved your permanent residence application
    • you’re currently outside Canada
