Parents eligible for H&C

Hi
I am new in this forum. just have few question in my mind regarding H&C for my parents if anyone can clear my mind.
My parents are with me on V-1 multiple entry visa. theY visited first time and can visit 2 years more as per visa validity.
the age of my parents 62 and 57. I am only the son and in home country they are alone nobody take care of them as my father is heart patient.

I am here on PR and will apply citizen next year.

Are my parents eligible for H&C and what are the chances of approval?

What I have to do to prove and explain this situation to get it approve?

Is this smart idea that we apply H&C on their first visit?

Please Guide me

Anyone can submit an H&C application if they are in Canada. Approval rates specifically for parents aren't published. The chances of approval are influenced by factors such as establishment in Canada, best interests of child. Also, generally speaking, there's a higher chance of approval if all of the parents' children are living in Canada (i.e. there are no children living in their home country or in other countries).

If your parents apply, they need to be prepared to remain in Canada without leaving while the application is processed and until a decision is made. If the decision is not positive, this can impact future visits to Canada.

Would be very cautious about applying for H&C for parents. H&C reforms are going to have to happen soon and parents are probably one of the groups that are likely to be targeted since many are using H&C to replace PGP. There are longterm consequences if denied H&C. Also given ever growing processing times they may end up out of status at a certain point which also has negative consequences even if they receive H&C in the end. If your parents need healthcare do you have the savings to pay for it upfront for example. Parent sponsorship was never guaranteed so unless you really have really extraordinary circumstances I would weigh whether the risk is worth it. We are seeing many parents get denied. What once was possible may be much harder now. Would suggest consulting a lawyer about their realistic chances of H&C and if any lawyer says it will be easy consult another lawyer.

Given their age alone and the fact they are both alive H&C would likely be very difficult. Assume they can care for themselves (basic cooking, hygiene, etc.) and they would have to show why they couldn’t visit on a supervisa.

It appears that you are a recent protects person. Just getting a TRV for your parents may be difficult.
My parents have TRV since 2011. My sister is a citizen here. My parents renewed their TRV last in 2021 while I was a claimant. My parents are facing difficulties from my persecution. They are now senior citizen, and we are worried about them. Just wanted to check the possibilities. Thank you @canuck78.

This is really not an H&C issue then this is an asylum issue. If they have proof of persecution they can go through private sponsorship or attempt to make an asylum claim if they are able to fly into Canada. Their TRV may have been reassessed at a certain point because of your claim so would also verify that it remains valid.

As already noted we don’t know but likely an initial screening process to quickly refuse people that don’t appear to have grounds. Also good chance they would narrow the eligibility criteria. For example IRCC could say no parents or no international students can apply for H&C. No international students can apply for asylum another potential option. Easier to reform H&C than asylum. All this is pure speculation on my part but there have been some hints by Miller.
