Hi, my parents did their medical last week and today when I logged into CIC, I saw this message "November 4, 2020 The results of your medical examination are favorable." Does it mean they pass the medical exam?

No. it only says  The country where they currently live; and  Any country they have lived for six months or more (if applicable). Can I apply PCC from Canadian RCMP for them, since they are not in Canada right now?
