Hi, I am a commercial truck driver who drives truck from Canada to USA and back. My PR card is expired and i have already applied for renewal. Can i still return to Canada with an expired PR card? I have read a lot on CiC website that private vehicles can re-enter. Anybody can help me?

I got approved visa for September 6 semester. Can i still come to Ontario, Canada in like July? Somebody told me you can’t come before 21 days of starting the semester which will be late August. Any idea?
