Pr card delay

My all family has received pr card except my one son.
Even his COPR haven't got signatures from the officer.
All of us had signatures at bottom of copr.
I want to apply for his sin number but without sign the copr is not acceptable.
I am trying to contact IRCC but the lines are always busy.. I am trying to contact them.past 1 month.
Please can someone suggest what to do..
