9 months passed, eligibility not started yet

Today I called ircc, I was told my eligibility not started though 9 months has just passed. Any advise pls.

last time called them, before I told them I am on EE PnP, he asked me if I am a PnP applicant. It seems all of PnP applicants are known delayed. My file was transferred to Montreal, I will see what is happing when I get my GCMS note this week.

Am actually on spousal sponsorship and I applied for GCMS notes in November 2021 till now didn't receive anything

I have not received my first GCMS applied last Aug. my 2nd GCMS went by CBSA, It took 30days. Now I am waiting for my 3rd GCMS, I should receive it his week, but only GOD knows when I could get it.
