I have done 16 years Master of science . What would be my ECA either it will be Masters or Bachelor? And how much points I will get For education 21 or 23?

You get your ECA for your masters and if given equivalency to Canadian masters then you get 23 points.

Can’t tell you depends on country and school. You will only know once the ECA is completed.
