Hello, if anyone can help, my wife and I would like to bring over my nephew to Canada to study in elementary school for a year. My wife's a Canadian citizen and I have PR.

What if any is the procedure that I should follow?

He would need to come on a study permit. You'll have to find a local school who will accept him to start and his parents will need to show a bank balance of at least $25,000 as part for the study permit application to cover tuition costs and living expenses. Annual tuition will be around $15,000 since he's an international student. You and your wife will act as his guardians.

In that case then, is there any possibility that, upon arrival at the Canadian border on an eta, a border office may at their discretion give the boy a one year study permit, without us having to pay these high costs?

You will still have to pay the $15,000 in annual tuition. There is no getting around that. Your nephew is an international student.

Also, you cannot apply for a study permit at the border unless you are American.

However it sounds like your main concern is the fees. The fees need to be paid if he wants to study in Canada.

Your nephew is a an international student not a PR/citizen nor are his parents in Canada on a work/study permit so his family must pay the tuition fees to apply for a study permit. Getting a study permit at the border is not possible unless US citizen.
