Received PPR, not sure what next?

Hi,

I received PPR last week and have been asked to submit documents to the VO in my country of residence. I'm slightly confused as the letter states a Passport transmission fee only but when I spoke to a customer service agent at VFS they stated that I only needed to pay for a one-way courier fee. I spoke to another agent today who said I need to pay for both. I'm very confused now. I don't actually have to submit my passport as I am a national of a country which only requires eta's. I'm submitting my PPR letter, photocopy of my passport and two passport photographs. Is the one way courier service for my PR card?

I submitted my (and my spouse's) passports last week. They charged passport transmission fee and one-way courier fee separately for me and my spouse. So, each of the two packages had one person's passport, biometric photographs, and copy of the letter with Annex filled and signed by the primary applicant. They gave me two separate courier tracking numbers and receipts for me and my spouse. The courier will deliver (return) the passports to my home address.
The courier service doesn't deliver your PR card, it delivers the COPR with which you can enter Canada (and for me: my passport, stamped of course).
We submitted our passports, but as per the PPR letter the procedure is the same for those require ETAs (with the exception being that you guys only submit a photocopy instead of the original passport).
