Received passport request what do I do?

My brother received his passport request for his visitor visa. However, he lives 3 hours away from New York. Does he have to make an appointment to go in person or he can mail the passport to the vfs centre?

If possible better to drop off the passport . He can definitely mail it if you are too far. But dropping off passport is the safest option when you are closer by.

3 hours away and no usual bus routes. I guess he has to mail it in.
