Hi,

pls advise. My cousin had PR in 2007. They left Canada and never came back. He was a minor at that time. He came to Canada on study permit and after completing studies in 2021, he applied for pgwp which he got approved. He then applied for renewal of PR card and few days back, he got an update “decision made”. What does it mean?It means his PR card is renewed?

It means a decision has been made that is either an approval or a refusal.

He should be expecting a refusal.

You can't get a study permit or PGWP if you are still a PR. So that would indicate that he officially lost PR status some time ago.
