Decision after BVL

Hi all, anyone received a decision more than 1 month after receiving bvl?
I applied for a study permit on October 18th, used biometrics from a previous refused application, did medical on December 1st, received bvl on December 15th and no decision after that, is there a chance that I will receive ppr soon?

Bvl is the last step before receiving a decision, in my first application I received bvl and rejection letter together
